Tropical Storm Arthur, the first named storm of the Atlantic hurricane season, has made landfall on the Texas coast.
Heavy rain and flash flooding are expected across the Southeast, with up to 30 centimeters of precipitation forecast by the end of the week.
A flood warning is in effect from Texas to Georgia. The storm formed rapidly Wednesday morning and is weakening.
